Financial and External Audits for 2008& 2009

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business on January 23, 2007.

The Welfare Association has received a grant from the International Development Association (IDA) and intends to apply part of the proceeds of this grant to payments under the contract for Financial and External Audits for 2008& 2009.


On behalf of the Welfare Association, The NGO Development Center (NDC) has been requested to implement the World Bank-financed Palestinian NGO III Project over the period January 1, 2007 through December 31, 2009 and the AFD co-financed Job Creation Project in the West Bank and Gaza Strip.

Other main projects under implementation by NDC are:
• World Bank-financed Palestinian NGO III Project (PNGO III) over the period January 1, 2007 through December 31, 2009,
• Agence Française de Dévelopement (AFD) financed job creation and infrastructure building aspects of the Project over the period June 2007 through December 2009.
• Human Rights and Good Governance project financed by four donors namely Sweden, Denmark, Switzerland and Netherland for 6.45 Million US$.
• Unified (health insurance program) and Masader (The Palestinian NGO Portal), estimated cost on those two programs amounts to US $ 90,000 for 2008 and US $ 25,000 for 2009;

The services include at least the following:
a. Submitting a full package of financial statements and management letter,
b. Audit of sub-Projects,
c. Compliance with specific covenants of the Trust Fund Grant Agreement, (e.g., compliance with the funding requirements of NGOs, hiring of Technical Assistant, etc.); and review all correspondences with the Donor,
d. Internal controls as specified in the Project Operations Manual (POM) and the Financial and Administrative Manual of procedures (FAMP) have been duly complied with during the implementation of the project;

The NGO Development Center (NDC) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 for the Quality-Cost Based Selection (QCBS)
