Introduction:
The NGO Development Center (NDC) is an innovative Palestinian non-profit organization that empowers Palestinian NGOs to better provide vital services to the Palestinian people in the West Bank and Gaza, especially the poor and marginalized people. Conceived in partnership with leading Palestinian NGOs, unions and networks, NDC mobilizes donor funding to deliver a unique combination of direct grants and capacity building programs that enhance the effectiveness, self-reliance and sustainability of Palestinian NGOs. NDC advocates greater NGO transparency and accountability through the adoption of professional financial and management practices, and promotes sector-wide coordination and sharing of best practice experiences within its programs and on its Masader portal (www.masader.ps).
NDC became operational in November 2006. This new entity grew out of and builds on the achievements of the Palestinian NGO sector under the recently-ended PNGO I/II Projects of the Welfare Association Consortium, which successfully invested $50 million from the World Bank and other donors into the Palestinian NGO sector.
NDC is currently responsible for the management of the Palestinian NGO Project III, through a grant received from the International Development Association (IDA) in an amount equivalent to US$10 million; towards its implementation. The Project Development Objective (PDO) is to provide social services to those who are poor, vulnerable or affected by the deteriorating socioeconomic conditions by establishing an effective mechanism to improve the quality and sustainability of NGO social service delivery. NDC is also responsible for implementing the AFD grant for a total of 6 million euros, aiming at job creation in the West Bank and Gaza.
Through a competitive process, NDC has been awarded the implementation of a Good Governance and Human Rights (HR/GG) Program funded by four donors, namely Swizterland, Denmark, Holland and Sweden who have decided to harmonize their financial assistance to NGOs that are working to promote and protect Human Rights/Good Governance. To this end, NDC has been identified as a suitable implementation partner to establish mechanisms to achieve this objective. This program amounts to a total of US $ 6 million for on-granting to NGOs working in the West Bank and Gaza Strip
HR/GG Program Objectives:
The overall developmental objective of the support is to improve Human Rights and Good Governance in the West Bank and Gaza Strip. As for the immediate objectives, they are as follows:
1. To channel pooled donor funding to Israeli and Palestinian NGOs that are working to promote and protect Human Rights/Good Governance (HR/GG) in the West Bank and Gaza Strip in an efficient and effective manner. Funds would be directed to results-oriented organizations, programs and activities in the West Bank and Gaza Strip. with full degree of transparency, accountability and impact. The mechanism will ensure proper management, lower transaction costs, transparency and quality assurance of the support to the NGO sector provided by the Donors. Planning and reporting systems and formats, standard agreement forms, support criteria and other procedures that have been developed in previous support mechanism described above may form basis for the new secretariat’s procedures.
2. To facilitate and support coordinated initiatives and joint capacity building initiatives by the non-governmental HR/GG sector and/or other stakeholders, including networks and/or coalitions and joint initiatives of HR/GG NGOs in the West Bank and Gaza Strip; such as conferences, seminars, visits, courses, campaigns etc aiming at advancing methodologies and strategies of partners.
3. To facilitate and strengthen the policy dialogue between HR/GG sector in the West Bank and Gaza Strip and donors/diplomatic missions.
Objectives of the Database:
The purpose is to provide a reliable comprehensive source of information on the organizations working in both fields of the human rights and good governance. The database will track and document main data on NGOs working in the field, and will also serve as a reference for resources on human rights and good governance issues.
Specific Objectives:
The specific objective is to establish an operational database to be hosted by the current NDC portal (Masader at www.masader.ps) which will devote a section to accommodate this database.
(1) Database technical specifications and features:
The database should contain the following sections and features in English and in Arabic:
• HR/GG database homepage: the homepage of the HR/GG database will include highlights from each section, and it will have a main menu with main and sided banners to publish ads. All posts in this homepage should also appear in the Portal main homepage.
• HR/GG NGO Directory: this directory will include list of NGOs working in the field of HR/GG in Palestine. Each NGO will have a user name and a password, and will be able to update its page within the NGO directory. In addition, this will include working on developing the registration form and process. NGOs could be sorted by region, sector, establishment year, and could be viewed alphabetically.
• HR/GG Projects Directory: an inventory of projects undertaken by these organizations with the ability to sort by NGO name, start/end date, region, sector, status, and donor.
• HR/GG E-Library: this section will include documents such as annual reports, key policy papers, project reports, and raining materials relating to each of these NGOs. Categorized according to type (standardized).
• HR/GG News: this section will include news related to HR/GG with the ability to attach photos with caption. News should be sorted by NGO Name, date, sector and geographic area. Photos in this section will have copies in the photo gallery section.
• Multimedia Gallery: this section will include video, audio, image flies that could be viewed online or downloaded on users PCs. Files could be classified by date, sector and NGO name.
• Petition Directory: this section will include a form to fill petition with the ability to add, count and view signatures.
• Mailing List: this feature allows visitors to subscribe/unsubscribe to the Portal mailing list. The list should include all the e-mails available in the current database.
• Search Engine: the search engine should have the ability to search in all sections and in all formats (PDF, Word, Excel, and HTML)
• Links Directory: this directory will include links to local, regional and international websites. The section should have a simple form to add a website, including URL, Name, description, sector, region, and author name and e-mail.
• E-Forum: the portal will have an electronic forum built using the latest version of vBulletin.
(2) Scope of Work:
• Establishing an operational database and host it the current NDC portal (Masader at www.masader.ps)
• Creating, maintaining, installing, modifying and testing modules and themes for each section and feature, and extending the Portal content management system where necessary
• Resolving database and website configuration issues.
• Participating in design and user interface architecture, and producing technical plans.
Qualifications:
The consultant’s qualifications are as follows:
• Computer Science Degree
• At least five years experience developing online applications and three years experience developing and managing Content Management Systems including Drupal CMS.
• High-level problem-solving skills, advanced communication and teamwork skills
• Strong command of PHP, SQL, HTML, CSS, XHTML, Javascript
• Knowledge of Adobe Photoshop CS, Macromedia Flash 8 Pro, Macromedia Dreamweaver.
• Experience in integrating design into Drupal themes
• Strong technical expertise in web development and other digital technologies
• In-depth knowledge of existing web trends and technologies and adherence to web standards
Reporting and Schedule of Deliverables:
1. Preparing an estimated budget for developing and installing sections and features mentions in this TOR.
2. Operational database including all features and sections mentioned in this TOR.
3. Training/presentation to staff on this database.
The consultant will work in close coordination with Portal Content Coordinator and the IT specialist. He/she will report directly to the Grants Manager.
Timeframe:
This task will start upon signature of the contract, and will end by the satisfactory submission of all delivered as outlined in this TOR. However the assignment is not to exceed a period of two months from the date of signing the contract.
