The NGO Development Center (NDC), a non-profit Palestinian organization, will be spearheading an initiative that aims to enrich the learning environments and enhance opportunities for school children in the West Bank. For this purpose, NDC is currently seeking to recruit dynamic and highly motivated individuals for the following positions:

Reports to: NDC Director
Basic Function of Position: manage and direct the work of a large school-based initiative in accordance with its approved mission and strategic objectives and to develop the capacity of the staff to carry out assigned duties effectively and efficiently.
Main Duties:

Manage project implementation, including allocation of resources and ensuring that appropriate controls are maintained at all levels;
-
Oversee the efficient and timely preparation and implementation of the project’s annual plan;
-
Provide adequate support to senior staff members including but not limited to strategic vision and technical input and advice;
-
Monitor project implementation, communication and report both internally and externally;
-
Work within the governance structure of the initiative to prepare for future endeavors and plans related to the project;
-
Ensure the timely preparation and accuracy of financial reports by working with financial accounting staff as required;
-
Assist in overseeing the preparation of the project’s annual budget and ensure that all income and expenditure is managed in accordance with the budget outlines and with the long term financial directives and plans;
-
Participate in the recruitment of the senior staff and team members of the project;
-
Maintain effective communications with donors by tracking trends and anticipating the likelihood of funding opportunities;
-
Represent the project’s interests in national and international activities, as required;
-
Provide monthly, quarterly and/or annual reports to the executive committee as an update of the project’s progress;
-
Oversee the preparation of the quarterly meeting with the board;
Qualifications:
-
Minimum of a university degree in Education, Social Science, Business Administration or any related field. A graduate degree is preferable;
-
10-15 years of professional experience; preferably in a related field;
-
Substantial experience in the education sector and social development including experience in developing partnerships with the private sector;

Extensive project management experience;
-
Interest and demonstrated success in fundraising;
-
Excellent written and verbal communications skills in Arabic and English;
-
Demonstrated record in collaborating with local governments, rural communities, other NGOs, international organizations and private sector organizations;

Solid programmatic, financial and organizational planning skills;
-
Proven initiative, resourcefulness, decision making and problem solving abilities;
-
Self motivated, diligent, and proven ability to work under pressure;

Computer skills and a valid driving license.

Reports to: Project Manager
Basic Function of Position: develop a strategic plan for outreach and program development and ensure the maximized outreach in the field.
Main Duties:
-
Develop, coordinate and implement a comprehensive outreach and program development annual plans that clearly outlines – targets, goals, objectives, activities, and expected resources;
-
Mobilize different resources and individuals at the local level and coordinate different partnerships with public and civil organizations and rally their support and buy into the process;
-
Lead a group of community mobilizers and assist them in creating local community councils at the grassroot level that are representative of the different stakeholders;
-
Ensure effective documentation of all school processes and programs and regularly update the management team as well as partners;
-
Collaborate with other units to ensure information from the field is appropriately shared and all units are updated on needs;
-
Provide the management team with update reports on overall achievements and meeting overall targets with relation to programs and outreach. In addition to flagging any issues that need to be addressed and collectively discussed;
-
Ensures all program’s partners are provided with reporting processes and templates and ensures their reports are of good quality and handed in on a timely manner;

Qualifications:

Minimum of a university degree in Social Sciences, International Relations, Political Sciences or a related field. A graduate degree is preferable;

Minimum ten years progressive experience in development related programs and direct experience in outreach and community related work;

Capacity to manage and head a unit and coordinate with other units in the field;

Strong communication skills both oral and verbal, including the ability to communicate to local authorities and field workers;

Sound knowledge on social development issues and education, experience of working in a not for profit organization is an asset;

Solid organizational and analytical skills: the ability to be flexible and work well under pressure in a fast-paced team environment;

Reports to: Project Manager
Basic Function of Position: ensure that all the project’s infrastructure and construction needs are planned, executed and met in a timely and precise manner.
Main Duties:

Develop, coordinate and implement an annual infrastructure action plan in partnership with different stakeholders;
-
Formulates an infrastructure committee / team comprised of the leading engineers from the different stakeholders, facilitate team meetings and ensure deadlines are met ;
-
Review tenders upon signature and randomly check related invoices;
-
Develop a databank / list of all contractors and follow up on their works in the field through the field engineers ;
-
Provides the Senior Management Team with update reports on infrastructure, flagging any issues that need to be addressed;
-
Work closely with the Project Manager, and provide quarterly reports that outlines progress of infrastructure, as well as meeting targets;
-
Ensure and follow up that all the program’s infrastructure needs are met as well as follow up on challenges during the implementation phase;
-
Present the infrastructure component with program’s potential sponsors and other venues or events as needed ;
-
Supervise the official construction handover with/to the different stakeholders;
Qualifications:
-
Bachelors Degree in Civil Engineering, or Architecture-a. Masters Degree is an asset
-
Minimum six years experience in civil engineering on the ground, with capacity to manage and head a unit that oversees over 3 million (US) dollars budget;
-
Excellent communication skills, including the ability to present to wide array of audiences and communicate effectively with Government officials;
-
Sound knowledge of costs of infrastructure material as well as contractors, networks, experience of working in a not for profit organization is an asset;
-
Solid organizational and analytical skills: the ability to be flexible and work well under pressure in a fast-paced team environment;

Flexible work attitude: the ability to work productively in a team environment & independently and ability to meet unexpected demands and deal effectively with competing priorities and proactively support the Madrasati management;

Strong Computer skills: MS Word, Excel, power-point, and email/internet software;

Reports to: Senior Outreach Coordinator
Basic Function of Position: promote andmobilize the local schools communities, assist them in identifying their infrastructure and programmatic needs and facilitate the provision of any relevant services.
Main Duties:

Conduct provisional needs assessments in participating schools based on identified criteria
-
Assist communities in forming school committees and identifying needs of their schools; at both the infrastructure and programs levels;
-
Moderate and assist in facilitating community committee trainings and make all necessary preparations to ensure a smooth schedule;
-
Productively and continuously assess progress of community committee meetings and operational training needs and plan training activities to meet these needs;
-
Promote community involvement in supporting school/s in the community;
-
Identify potential leaders and/or organizers in the community, to encourage their involvement in working with school/s;
-
Liaise with stakeholders and their representatives to ensure and maintain clear channels of communication and productive relationship with the school and its committee;
-
Establish and maintain comprehensive community participation documentation including training materials, progress reports, monitoring notes and photo archives;
-
Work closely with other team members to adapt and revise procedures in working with schools as necessary; in light of evaluation results;
Qualifications:

Bachelors Degree in a social sciences or any related field

Two years experience in working with local communities

Knowledge and understanding of the Palestinian culture and ability to work with diverse communities

Ability to work effectively and independently under pressure

Creativity and ability to work effectively within a team

Excellent written and spoken Arabic and English skills
All positions will be based at NDC Offices in Al-Ram, and is required to travel extensively throughout the West Bank, including Jerusalem.
