The NGO Development Center (NDC) is a non-profit Palestinian organization whose main function is to empower non-governmental organizations (NGOs) to respond to the needs of the poor and marginalized in the West Bank and Gaza, by delivering grants and capacity building to NGOs and implementing research and activities to improve the NGO sector development as a whole.
The NGO Sector Development Program (SDP) is one of the core programs of NDC. This program aims to contribute to the development of the NGO sector as a whole to become more responsive, transparent and accountable to Palestinian communities by setting standards, promoting knowledge sharing and collaboration within the sector, supporting strategic policy research and planning, and by strengthening NGOs relationships with the development partners including the PA, local governments and donors, in order to raise the efficiency, quality and relevance of the NGOs activities to the Palestinian population, in the context of an emerging State. The SDP has three main components: i) Code of Conduct with emphasis on accountability, transparency and good governance; ii) NGO Sector Coordination and Information Exchange, and (iii) Policy and research.
Objective of Position:
The Sector Development Program Manager (SDPM) leads, develops, and implements a strong and creative sector development strategy that benefits all NDC activities. He/she will oversee all projects and activities and staff of the unit for achieving the set targets for the Sector Development Program, and works in close collaborative relationship with other NDC units. The SDPM is a member of the “Managers Committee” of the NDC and reports to the NDC Director.
General Duties :
Overall NDC Management Role: Make propositions to the NDC Director in developing and implementing NDC policies, procedures and systems. Organize and lead different committees and studies related to the department. Undertake any duties requested by the Director.
Plan: Propose department long-range plans designed to meet NDC goals with budget required; accomplish work within the approved budget.
Organize: Strengthen communication and good relations with appropriate external bodies and other departments. Ensure availability and make most efficient use of human resources, supplies and equipment.
Lead: Delegate authority and set goals. Manage and direct the overall activities of the Department to achieve goals. Make work assignments to staff according to skills and job responsibilities.
Control: Monitor the performance of the SD department, ensuring the quality of work and conformance with objectives defines in NDC strategy. Prepare and present reports for the information of the Director. Monitor performance of staff through regular meetings and work review.
Staff Development: Manage by results, encouraging staff to achieve personal and professional goals. Identify training needs. Recommend annual staff raises according to performance.
Specific Duties
At the SDP Level:
• Prepares and consolidates the detailed implementation and resource allocation plans for the sector development components and subcomponents and annually updates them.
• Directly overseas the implementation of the sector development component and sub-components, monitors achievements and impacts and reports on progress and outcome indicators.
• Works in close relationship with the Grants Programs Manager and develops synergies between the sector development activities and the grants mechanism.
• Coordinates with the grants department for follow up on the capacity building activities and provides the required support.
• Oversee the grants for networks call in link with the grants department
• Develops relations with other stakeholders of the sector (NGOs, Networks, PA, donors, academia…) by organizing forums, workshops, meetings…
• Makes propositions and develop draft ToRs regarding the research studies and leads the secretariat of the consultative committees in charge of these studies. Among others, these studies should tackle :
o Relationship and complementarity between NGOs, PA, and local governments,
o Assessment on the main sectors of interventions of NGOs to identify needs, gaps and added values of NGOs.
o Mapping of existing NGOs
• Responsible for the NGO sector development needs identification, planning and implementation.
• Follows-up active project files and prepares periodic consolidated progress reports.
• Ensures Quality at Entry work on monitoring and evaluation and preparedness for project implementation in respect to adequate monitoring and evaluation procedures that accord with NDC’s minimum requirements.
• Monitors the implementation of the sector development objectives and proposes alternative strategies if necessary.
• As a member of the Technical Assessment Committee (TAC), actively participates in all TAC meetings;
• Attend relevant NDC Board meetings and provides input when necessary
• On the basis of the findings of the research and policy dialogue activities carried out, propose revision and/or improvements of the NDC mechanism (targeting of calls of proposals in particular).
At the SDP Staff Level:
• Prepares staffing plans and coordinates with the NDC Director to recruit qualified staff.
• Supervises SD staff and make sure of their compliance with the manual of administrative and financial procedures.
• Ensures provision of technical support for the program staff in areas of organizational development, facilitation and group learning techniques;
• Assesses the training and development needs of the SD staff and prepares the Development Plan for approval;
• Assures that SD staff works as a team and communicates properly with the rest of the NDC staff;
• Carries out periodic staff evaluations.
Qualifications:
Graduate degree from a credible university in Development, Social Science, Engineering, Public or Business Administration.
Proven experience in development issues and expert knowledge in the important roles of the NGO sector in the development of the civil society.
Experience in supervising staff and overseeing large multi-donor projects.
Experience in dealing with different stakeholders and animating debates.
Strong analytical skills, with a creative mind, and diplomatic skills
A minimum of ten years performing programs development and management duties.
Excellent spoken and written English and Arabic language skills.
