HUMAN RIGHTS AND GOOD GOVERNANCE OFFICER (HR/GG)
(FULL-TIME) - REF #: 25—HR/OFFICER-11-08
The NGO Development Center (NDC) is a non-profit Palestinian organization whose main function is to empower non-governmental organizations (NGOs) to respond to the needs of the poor and marginalized in the West Bank and Gaza. NDC has been selected to establish and manage the Human Rights and Good Governance (HR/GG) Secretariat. The HR/GG Secretariat will serve to channel pooled donor funding, support coordinated initiatives and joint capacity building initiatives, and strengthen policy dialogue for NGOs that are working to promote and protect Human Rights/Good Governance (HR/GG) in oPt.
The HR/GG Officer will report to the Grants Program Manager. He/She will be based at NDC Offices in Al-Ram, and is required to travel extensively throughout the West Bank, including Jerusalem. He/She will supervise the implementation of the program and will ensure the flow of information and good communication between grant recipient NGOs and NDC; providing recipient NGOs with information and guidance regarding the program, its policies and procedures. He/She will be also responsible for establishing forums for networking, sharing of experiences and advocacy among the HR/GG NGOs.
Key Responsibility of the HR/GG Officer:
• As expert in HR/GG, serve as a focal person within the overall management of the Secretariat, providing insight, direction, and oversight, as well as represent a valuable capacity building resource in human rights.
• Responsible for field implementation of HR/GG programs and grants including needs assessments, appraisal of proposals submitted by NGOs, monitoring, and supervision of grants awarded to NGOs.
• Develop, monitor and report on annual plans and budgets for the program.
• Establish forums for networking, sharing of experiences and advocacy among the HR/GG NGOs and identifies common policy and capacity issues to be addressed by the sector.
• Responsible for coordinating activities pertaining to the sector development and policy dialogue components of the Secretariat (i.e. identification of policy issues, assessing concept notes, preparing position papers, networking, and establishment of discussion forums, identification and recruitment of experts.
Key Qualifications:
• M.A. or equivalent in human rights, democracy, law, international law.
• Sound knowledge of the HR/GG NGO Sector.
• Proven record in effective coordination of HR/GG programs of similar nature.
• 5 years of related experience in institutional development/capacity building programs preferably with NGOs working in the HR/GG field.
• Excellent facilitation skills.
• Strong communication and writing skills in Arabic and English.
• Computer skills and a valid driving license.
• Strong organizational, presentation skills and time management skills.
